Building Resilience to Climate Crisis within Cities and Communities
The 2025 EC2U Think Tank at the JKU Linz is part of a European-wide initiative to bring researchers, students, policymakers, and community members together and discuss resilience to climate crisis within cities and communities. This session aims to foster meaningful discussions, create actionable solutions, and contribute to policy recommendations at both local and European levels.
To ensure a fruitful and engaging discussion, we encourage all participants to complete our Think-Tank Preparation Survey in advance and reflect on key topics ahead of time.

Welcome & Keynote Address (30 min)

World Café Discussion (1 hr 20 min)
Participants will rotate between four themed tables, engaging in 20-minute discussions per question, moderated by experts and facilitators.
Each table will focus on a key question related to climate resilience, urban governance, and sustainable action.
Collaborative Brainstorming (30 min)
- Integrate key ideas from the World Café discussions.
- Identify concrete actions that the EC2U can take to support climate resilience in cities.
Wrap-Up & Feedback (10 min)
- Summarize main takeaway points.
- Listen to participant feedback to refine future Think-Tank initiatives.
Outcomes from this Think-Tank session will contribute to:
- creating a policy brief for the EC2U Alliance to be shared with the European Commission.
- integrating into the EC2U Virtual Institute on Sustainable Cities and Communities.
- holding presentations at major European forums, including the 2025 EC2U Forum.
- a publication in the EC2U Annual Public Report.
While term "climate change" at the EC2U alliance level is used in discussions and in official documents, here at JKU Linz, we have deliberately opted to use the wording "climate crisis" to emphasize the urgency and severity of the challenges we face.
Both terms refer to the same global issue of "climate crisis" and reflect an immediate need for action, highlghting the growing risks and accelerating impacts affecting our cities and communities. The wording aligns with an increasing number of scientists, policymakers, and organizations calling for stronger awareness and rapid intervention.
We acknowledge the difference in terminology and use it purposefully as a conscious choice to reinforce the critical nature of the discussions we intend to have during this Think-Tank session.

How do community-based initiatives complement - or challenge - institutional efforts to build climate resilience?
What motivates stakeholders (i.e., universities, businesses) to work together, and what kinds of barriers do they encounter?

How can urban planning promote sustainable mobility?
What does a climate-resilient EC2U city look like in the year 2030 and in 2025? What kinds of steps can we take to get there?
